Clay shooters can use a semi-auto gun on a medical certificate, not generally.
Don't know what you mean about hound hunters using semis, that's news to me.
Yep, I have no clue about the reasoning behind this. All other classes of firearms that have magazine limits still allow the firearm but limits mag capacity, even with tube-mag guns. If mag capacity were the issue why wouldn't they simply ban larger mags.

When I heard about it I assumed it would apply to my 5-shot Dickinson T1000 straight-pull, now it seems it only app[lies to detachable magazine guns. Which seems like it would be far simpler to ban magazines larger than five-round capacity for these guns than to ban the guns that are already owned by some shooters.
