Irrespective of how many cartridges could be fitted into the original magazine tube, it is permitted/allowable by "Permanent alteration means cutting back of the tubular magazine
or permanently blocking the magazine".
Apart from messing with the internals of the magazine tube on a, say, 1893 Marlin 22LR, it can be made "not prohibited" and retained. Alteration may not even be cosmetically visible.
At least an opportunity has been provided that would otherwise lead to confiscation/surrender of, with an as yet unknown compensation.
And, for the moment, they still have their 10/22s.
