Are WAPOL going to be annoyed that the Firearms Amendment Act 2022 is not yet proclaimed?

This individual won’t be able to be charged with the latest laws.

Absolutely no surprise at all. I've got no doubt there are probably tons of others out there too. The science behind firearms is not like sending a man to Mars. If you ban stuff people will find work arounds. And this is nothing new as for years Australian police have been seizing self made sub machine guns.

If they ban 3D printers, people will simply find another way.

It's already illegal to manufacture a firearm without a licence. He won't get charged under the new Act, but he will still be charged and convicted.
