Yes, you can walk into a gun store and walk straight out with a handgun. We don't have licensing or permits to buy handguns except in a few states, perhaps 5 out of 50.
As for 25% not being "most," those are two separate issues. Let me just break it down by numbers.
There are 50 States in the US.
Roughly 40 States allow you to carry loaded handguns on your hip in the open with NO PERMIT.
12 States allow you to carry concealed with NO PERMIT.
47 States allow ordinary people to carry concealed.
Here is the process in my Great Commonwealth of Pennsylvania, which is probably about average for most states. When I bought my first handgun here, I walked into a gun shop, showed him my driver's license, filled out a 1 page form, gave him cash, and walked out with the handgun a few minutes later.
When I wanted what you would call a Concealed Carry Permit, I walked into the Sheriff's office, filled out a 1 page form, had my picture taken, gave them $20, and walked out 15 minutes later. Pennsylvania, like most states, requires no permit to carry a loaded handgun in the open, but does require a permit to conceal a handgun.
Whe nI bought my first fully automatic submachinegun, I went to the owner's house, we each filled out a 1 page form (2 copies of same form), I wrote my name on a 2nd page and signed it testifying I was an American Citizen, put it in an envelope with a $200 check and dropped it in the mail on my way home. Two months later I had a tax stamp and picked up the machinegun. That's about the limit of "highly regulated" in the US, as machineguns and a few other weapons do require registration with the federal government.
Handguns? No.
Concealed carry permits? No.
