The 17hmr doesn’t do much for me anymore. Throw in a dirty barrel, a little bit of wind. Even a blade of grass. The accuracy goes out the window. Considering the the ammo can be close to $30 per 50. I’d rather be shooting my 223.

That is MoA regardless of caliber - one-sixtieth of one degree.
The circumference of any circle divided by 21,600 is 1MoA.
For a circle of 100m radius it's 29.08mm.
