I like my howa alot, great gun top feed affordable and a great accurate rifle. I have a red dot on my 45-70 works really well for close up scrub work but out past 200 its not ideal. I have a 4-12 Leopold great on 4x for scrub and x12 when you need the mag to dial in the longer shots. Thats a package that I would recomend for you. Unless you intend to soley use it for scrub and scub alone. Just my 2c also have a look at the tikka T3X 308 super lite very well put together rifles.
Once again have a look at a tikka they are a great bit of gear and if you can afford it would also be a purchase you wouldn't regret.
Both the howa and ruger rifles are great well put together rifles and personally dont think you could go wrong with either.
