Do you need a PTA for a spare revolver cylinder? its a .22lr for a CAT A rifle,

I understand it could be a form 10.

In Victoria I doubt it, only the receiver/frame is a firearm.

No, I bought a S&W 44Mag cylinder at the last gun show in Altona, over the counter no issues, Cheers.

A very good question. I've often wondered about "spare" barrels for pistols

I bought a spare cyclinder for my Ruger Single Six last year. It came from SA to QLD, no PTA needed.

No pta needed, Depends on where you get it, some places will just ask to check your licence, some may do a form 10 which is nothing anyway, takes 2 mins in the shop when you buy it.
At the end of the day it's just a part so i wouldn't worry either way, if you don't have a form 10 it's not like you have an illegal part and can get in trouble.
