The waiting period sucks but think of it as proving that you are the type of person that will be a safe and responsible firearm owner.
Unfortunately, you can't purchase or possess primers or powder in QLD until you have a license card, so that will be another 2 weeks of waiting after your approval email comes through, I found that to be the slowest 2 weeks of my life. Getting caught with those items and no license will most likely mean a firearms offence and prosecution and no license for 5 years, the same for the person that sold or gave you powder or primers so best not to put them in that position. If you try to buy those items at a dealer they could report you to the police and that itself could slow or put an end to your license.
Reloading is a process of testing and tweaking, without your own firearm for testing you could just end up making a lot of rounds that are no good and perform worse than factory ammunition.
The mindset of being a licensed shooter is to follow the laws and rules, no matter how stupid they are and don't try to find a workaround for the rules you don't like, police have no flexibility when they see a chance to get a firearms related conviction.
