Initially was thinking ollllld paper shotgun shell, then zoomed in and thought some type of railway wheel.

Size / scale makes it difficult...

Well a couple of you were close. These little steel plugs were found embedded in the bark of a gum tree at Lady Noisy's farm and came from this lump of 6" channel iron. Lady says lots of empty shells were found all around the house when she bought the place.
