Vise grips - plywood cut to your specific size.
Bolt disassembly - I don't think you need tools for those. Most bolts don't need tools, afaik.
Brass punch set - 98%of time you won't need it, most common for drifting iron sights. You don't have iron sights.
Length guage you can diy, but you'd need to tap and drill stuff. So unless you have a drill press and something to cut threads with, you better off buying it from the shop. And cheaper.
Bullet comparitor - you definitely want to buy that, unless you are an experienced Fitter and Turner or something similar (I think so anyway).
But I have a sneaking suspicion that you may be blending gunsmithing tools and reloading tools. I think most people here will order if money permits, it's just a lot easier. And diy as last resort, if you have the necessary tools and materials. If you have to buy tools, then it's probably better to just buy the part.
Most people here have accumulated a bunch of tools and offcuts of random crap in their garages/sheds that make this possible.
Don't preemptively buy things. But it or make it when you hit a wall and there's no other way. Buying these things just in case is a waste of money.
Most useful tools... Screwdrivers, oil, steelwool
