There was a post a long while ago I vaguely recall. A young bloke wanting a licence to shoot with his father. Parents were separated. He lived with his mother in NSW but wanted a minor's licence to shoot with his father who lived in Victoria. Couldn't apply for a Vic licence as he was not technically a resident.
I hope he eventually got it sorted. For a minor's licence it should (in a sensible world) be sufficient for a parent to prove resident status.
