As the bolt is now nice and clean there is one more thing to try, you have nothing to lose.
Remove the spring and measure it's free length.
Now try stretching the spring so as to permanently lengthen it to about 50% longer than original.
Try to do this evenly over the majority of the coils.
This works with many older Australian made springs due to the steel used and the spring making technique. They have a tendency to gradually lose their set when held compressed. Combine that with a build up of congealed oil and dirt and there is the source of your problem.
