Depends entirely on the ammo you're using. Something like CCI Quiet would likely be just fine in it, a Stinger might lose hundreds of feet per second.
Accuracy is not effected by barrel length.

I put a 16" PWS carbon-wrapped target "bull" barrel on ours and it engraves 40gn projectiles with the rifling groves, and shoots awesome. It also LOVES Stingers and Velocitors, which is great news.

Peak 22LR velocity happens around 18" through the barrel, before that it's still accelerating and after that the drag is winning and slowing it down.
In my experience, longer barrels seem more prone to ammo sensitivity, maybe the longer length increases the size of harmonic vibrations and the extra travel time for the projectile causes them to have a greater effect.
40gn Quiets at 710fps also won't cycle a semi-auto, the recoil spring would need to be so weak that it would be useless for any other ammo type and might not even be strong enough to pick up and load the next round. There's a CCI Quiet Semi-Auto round that can, 45gn and 875fps from memory.
