No, I would _not_ use AR2213SC, you want a much faster powder, ideally Trailboss, otherwise try AR2206H. In a case that large though you might want to run a filler material to decrease the volume. Also seat the bullets as deep as possible for the same reason.
With AR2206H I would start at about 50% of max, say around 30gn, then work down using a chrono to get where you want. Keep an eye on ES, as you get more empty space in the case you can lose consistency which is when you'll want to look at filler, mag primers may improve it as well. If you don't need to go right down to subsonic I think you will have better results around the 1700-2000fps realm, especially using the Nosler BT as it will perform like a FMJ at such low velocities - brain/cervical spine shots only if you want clean kills. If you want boiler room shoots swap to a bullet designed to perform at low velocities.
In a fairly large case like the .300WM there is a very real risk of SEE (Secondary Explosion Effect) using very light loads of very slow powders - AR2213SC is a very slow powder. I would very strongly recommend not trying to load subsonic with SC2213SC.
