Our local firearms dealer used to order quite a few things from Cleaver for me, and they'd get a big enough discount to be able to sell the item to me, to make it financially worthwhile for themselves.
They've since shut their doors; retirement and lack of interest in anyone buying the business(included farm chemicals and livestock supplies, etc).
I believe they started this deal, after a visit by Tony Cleaver, in the early 2010's.
In my mind, THIS was a smart move by Cleaver's.
It made Cleaver's more a wholesaler, rather than a direct competitor with any [distant] retail outlets who were participating in the scheme.
I know I bought a Ruger 10/22, as well as a Magpul stock, and a range of accessories from Cleavers, but through my LGS, and they were happy with the arrangement.
