Prank or just oblivious?

Old mate was walking with his weight vest around Bondi and they thought it was a bomb vest arresting him and holding him for 14 hours.


Do you guys think old mate was trying to play a prank, make a bomb threat or just an honest guy as he says he was?

Drives to Bondi from Victoria to just walk around with a weight vest? Seems odd to me. But being odd is not a crime in my eyes.

Edit: he's a deliberate ******. Look at him and where he's from. He's deliberately destabilising the community and another reason to stop immigration from places turned to sh*t by certain human strains.
