Does anyone see a reason why I would require a permit to import this?

Being classified as a firearm component could be it but it's an inconsistent rule, Brownell's have sent me a spare extractor for my Rem700 no worries. You could have some in the states purchase it then plain package and send it on to you as "custom bushing kit" or as something tool related.
