They don't even need a gun licence at all. They can even take their service issue home. That's how that cop shot his boyfriend in that lovers tiff not long ago.

The glocks are personal issue and for the first 10yrs or so qualification was twice yearly, after that it was once a year.
Maybe 100/200 rds per qualification. So agreed even over 20 yrs bugger all rounds fired.
Probably bigger issue is that they are stripped and supposedly cleaned after each qualification by the issued to copper. 95% of such who have no idea about firearms or even mechanical principles in general, so what force is used attempting to dismantle and reassemble the each time is the issue. They are instructed, but usually 1 to 5 or so and care factor has to be considered.
The other issue i see is even though they fire bugger all rounds, they are carried 40 hrs a week with associated vibrations/dust/dirt/drops/who gives a s**t attitude. So I reckon general wear and tear to be considerable.
One slightly undersized part from factory, along with 20 yrs of abuse could lead to an issue i reckon.

Choose to believe what you want.

As stated I'm not an armourer, but my understanding is its not that hard to make them full auto (need to change parts), so can imagine that a worn/damaged part could possibly make it happen with 2 shots/ 1 trigger pull, as i understand thsi is.
