There is an FBI check done which is highly automated and fast. Basically if you are not rejected by the FBI you are good to exercise your constitutional right to keep and bare arms.
Some states have managed top pass non constitutional laws and get away with it.
I'm going to try to give you a practical breakdown of how it works in the USA. Even trying to find the information online will not give you the practical bottom line information because many of the terms (such as "shall issue" vs. "may issue") are defined in sort of an arbitrary manner and don't always reflect reality.
- In 47 out of 50 states you can carry concealed as a normal person, with no justification needed. The three states where most people can't are New Jersey, Maryland, and Hawaii.
- There are two states that have some disparity in issue by where you live - New York and California.
- There are two states that have bizarre laws about carry permits or give you a hard time (but you'll still get the permit) - Rhode Island and Massachusetts.
- There are about 35 states where you can open carry a handgun with no permit at all.
- There are 6 states where you can conceal carry with no permit at all. Seems a new one is added about every 2 years at this point.
Regarding going to a gun dealer and buying a gun and stuffing it in your pants, and an FBI background check at gun dealers:
Remember than in more than 40 states people can buy and sell handguns, longarms, whatever to one another with no involvement of the government whatsoever. You don't have to go to a gun dealer to get a gun. So buying a gun and concealed carry are really two separate issues.

There is no "trial," all of Illinois is Shall Issue (no reason needed) concealed carry, just like 46 other states (or 44 depending on how much of a stickler you are). That is the law. They were the last state to not allow carry and got bitch slapped by a federal court over it several years ago.
